The nature of the programme demanded a synergy between an institutional and an assembly building. The building exploits this dichotomous relationship in its manifestation, a combination of the visual rigidity offered by concrete and the sense of levity brought forth by the motley coloured sun screen.

Climatology was an important determinant of both the planning and the aesthetics of the building. A combination of Evaporative cooling and ground coupling was used to determine the location of the maximum usage areas- the Administrative / Library areas are placed in the upper basement and the restaurant, the bar and a proposed open art gallery with outdoor spill out areas are placed on the ground.

A large part of the built programme was dedicated to a fully functioning 400 capacity Auditorium. This overriding component was incorporate to make the design future ready.The rest of the functions wrap around this volume, becoming a cohesive, functioning mass
