The form is based off of the maximum size (length,width,height) that is allowed to be built and then cutting that into the separate units.
The ramp going completely around the perimeter of the aparment is so you get good views of the LA river and to completely surround the existing interior columns of the 6th street bridge

The 6th Street Bridge is a very famous bridge in Downtown Los Angeles. Its the scene of many tv shows, movies, and music videos. La is thinking of demolishing it because the structure is no longer safe. The project is a proposal to save the bridge and turn it into housing.
