This study is about the upgrading of the Libis Community which lies in one of the 32 districts (or barangay) of Valenzuela City, called Canumay East. Valenzuela City is one of the three northern regions of Manila, the capital city of the Philippines. Libis is one of many contested areas in the Philippines, as constant transformational changes in technology, the environment, politics and the economy have served to disrupt the infrastructure of the area and therefore the people within it. Libis, like the rest of the Philippines, has a high population density with 341 households (1125 members) occupying a 20,240 m2 area, therefore any changes in infrastructure requires a great deal of consideration and forethought.
The proposed issue development in Libis, involves the clearance of the central area –‘buffer zone’- to make way for a 43 meter wide space that runs vertically from north to south across the 150 meter length of the area.
